There are several types of systems, applications and data repositories that collect, store and use SSNs. Some require it but many are still using it is a mechanism for managing large numbers of users. Much of that information is scattered and stored in multiple locations and adheres to a variety of rules for securing and exchanging and sharing this information.  SSNs are often duplicated and propagated between systems and departments with little or no security controls. Multiple groups are usually responsible for creating and managing this SSN-related information.
